“These are sovereign decisions”
“We are aware of the concerns of our European partners about the import of Ukrainian grain. These are sovereign decisions. The entire fight in Ukraine – and President Biden will talk about it at the UN – concerns the idea of sovereignty, which is enshrined in United Nations Charter. So it would be hypocritical for the United States to force a change in the sovereign decisions that these countries make,” Kirby said during a press briefing in New York. “These countries are doing what they believe is in the interest of their people,” he added.
However, the White House representative noted that the US believes that Ukrainian grain can contribute a lot to alleviating hunger and suffering in the most vulnerable countries, which is why Washington wants to return to the Black Sea Grain Initiative and export Ukrainian food through the Black Sea.
Reform of the UN Security Council
Kirby announced that during Tuesday’s debate appearance UN General Assembly President Biden will call for reform Security Council and adding new permanent members to the Council so that the most important UN body reflects the perspective of the Global South countries. Asked by PAP whether, in light of Russia’s trampling on the fundamental principles of the UN, the US is ready to support Council reform limiting the veto power of permanent members, Kirby replied that the president’s priority is “making the Council larger and more inclusive.”
War in Ukraine
“As for Russia, it could make life easier for everyone if it simply withdrew its troops from Ukraine and stopped violating the United Nations Charter that it pledged to abide by, and followed through on the resolutions it voted for, like the ban on arms transfers to and from Korea. Northern,” he added.

The official also referred to the weekend meeting in Malta of Biden’s adviser Jake Sullivan with the head of Chinese diplomacy Wang Yi, who began his visit to Moscow on Monday. In response to PAP’s question whether China intends to increase its support for Russian aggression, Kirby replied that there are no signals that China would send weapons to Russia.
“We still believe that it would not be in the interest of the PRC either, but we will continue to monitor it,” Kirby assured.
