According to the act passed by the Sejm, 14. pension entitled persons will be entitled to: the amount of the lowest old-age pension applicable from 1 March of the year in which the next additional annual cash benefit is paid – for persons whose basic benefit before deductions, deductions and reductions does not exceed PLN 2,900; the amount of the lowest old-age pension, applicable from 1 March of the year in which the next additional annual cash benefit is paid, reduced by the amount of the difference between the amount of the basic benefit before deductions, deductions and reductions and the amount of PLN 2,900, the amount of which is the basic benefit before deductions , deductions and reductions, exceeds PLN 2,900.

The amount of the 14th pension

The Act provides for the possibility of determining a higher amount of the 14th old-age pension. The Council of Ministers, no later than by 31 October of a given year, by means of an ordinance, will be able to specify a higher amount of the next additional annual cash benefit than the amount of the lowest old-age pension. It was also proposed that the amount of the 14th old-age pension should amount to at least PLN 50. If the amount of the next additional annual cash benefit is lower than PLN 50, this benefit will not be granted.

According to the data of the Ministry of Labor and Social Policy, 6.8 million pensioners will receive the full fourteenth pension, and 1.5 million people – reduced on a “PLN for PLN” basis.

Fourteen will not be entitled to persons whose right to benefits has been suspended on the last day of the month preceding the month of payment of the next additional annual cash benefit. This means that persons whose right to the basic benefit has not been suspended on the last day of the month preceding the month of payment of the next additional annual cash benefit will be entitled to the next additional annual cash benefit, and the amount of this benefit does not exceed the sum of PLN 2,900 and the lowest old-age pension applicable in the year in which the next additional annual cash benefit is paid, reduced by PLN 50 (in 2023 it is PLN 4,438.44).

In the event of the concurrence of the right to more than one benefit, the sum of these benefits paid in concurrence will be adopted when determining the right and the amount of the next additional annual cash benefit. The entitled person will be entitled to one further additional annual cash benefit.

Survivor’s pension

One subsequent additional annual cash benefit will also be payable to a survivor’s pension to which more than one person is entitled. This benefit will be proportionately divided among persons entitled to a survivor’s pension. If more than one person is entitled to a survivor’s pension and at least one of them is entitled to a social pension, the next additional annual survivor’s pension in cash will be divided according to the number of persons entitled to a survivor’s pension, excluding the person or persons entitled to a social pension. A person or persons excluded from the number of persons entitled to a survivor’s pension will be entitled to another additional annual cash benefit under the right to a social pension.

It was proposed that the next additional annual cash benefit should be awarded ex officio on the basis of a decision. The Council of Ministers is to specify, by means of an ordinance, no later than 31 October, the month of payment of the next additional annual cash benefit in a given year.

Who will pay the pension?

Decisions on the 14th pension will be issued and paid by the competent pension authorities. In the event of the concurrence of the right to benefits that are paid by two bodies, decisions are issued and another additional annual cash benefit is paid by the Social Insurance Institution.
